Russian President Vladimir Putin signed a decree on the creation of an interdepartmental commission of the Security Council to counter modern threats to biological security, should from a document published on the legal information portal.
According to the commission’s regulations, it will have a wide range of functions. In particular, it will assess existing threats to biological safety and the level of protection of the population from the effects of hazardous factors, organize scientific research, prepare proposals and recommendations to the Security Council on the development of economic measures and budget formation in this area, on international cooperation and countering the policies of foreign states that represent threat in this area, etc.
The composition of the commission by position is approved by the president, and the personnel composition is approved by the chairman of the structure. Its meetings must be held at least once every six months, and extraordinary meetings are also allowed. According to the decree, the commission included 26 members, among whom the positions of ministers and heads of other departments are listed. The chairman of the commission is the deputy chairman of the Security Council (Dmitry Medvedev), and his deputies are the deputy prime minister and the first deputy secretary of the Security Council (Rashid Nurgaliev).
The same decree abolished the Interdepartmental Commission of the Security Council on the creation of a national system of protection against new infections. Its functions have been transferred to the newly created structure.
