The magistrate of the 422nd precinct of the Tagansky district fined the American company Ookla (which owns the Internet speed measuring service Speedtest) 6 million rubles. for repeated refusal to localize data in Russia, Vedomosti correspondent reports.
The judge found Ookla LLC guilty of committing an administrative offense under Part 9 of Art. 13.11 Code of Administrative Offenses of the Russian Federation (repeated failure by the operator to store personal data in databases on the territory of the Russian Federation). The maximum fine for legal entities under this article is 18 million rubles.
Previously, the company was already fined for refusing to localize data in Russia. In July 2022 the court fined Ookla for 1 million rubles. according to Part 8 of Art. 13.11 Code of Administrative Offenses of the Russian Federation.

According to the Personal Data Law of 2015, companies are required to store the data of Russians in databases located in Russia. In case of violation of the law under this article, the service may be blocked.
