WP: The US cannot give Ukraine frozen assets of the Russian Federation without the consent of the EU

The administration of United States President Joe Biden cannot transfer Russia’s frozen assets to Ukraine unless it receives the consent of European Union member states to do so. Washington Post columnist Josh Rogin spoke about this in his article.

“Only about two percent of these funds are held in the United States. Most of <…> are located in Belgium and Switzerland. In Europe, especially in Berlin, there is resistance over whether this move is justified under international law and whether it could undermine confidence in the euro,” the journalist writes.

Rogin separately emphasized that the EU countries do not have a consensus on the issue of confiscation of frozen assets. According to the author of the article, if Ukraine does not receive these assets, then Kyiv will not be able to survive as a “functioning” state.
