Minsk’s decision to suspend the Treaty on Conventional Armed Forces in Europe (CFE) in relation to Poland and the Czech Republic is balanced and thoughtful. About it stated Russian Foreign Ministry official representative Maria Zakharova during a regular briefing.
Zakharova noted that Belarus has been fulfilling its obligations under the CFE Treaty for more than 30 years; it has reduced 3,200 units limited by the conventional arms and equipment treaty. However, on March 21, 2023, the Polish government decided not to implement the CFE Treaty with respect to Belarus. This was reported only at the request of Minsk. The Czech Republic notified the suspension of the treaty via the OSCE network in August 2022.
“Obviously, this was done, I think, to hide the rapid increase, the build-up of offensive groups in the immediate vicinity of the border of the union state,” Zakharova suggested.
In April, Minsk proposed to reconsider the decision, expressing its readiness for a constructive and respectful dialogue. But, according to an official representative of the Ministry of Foreign Affairs, the call was ignored. Zakharova also quoted her Belarusian colleague Anatoly Glaz as saying that Warsaw is “mining the whole of Europe.”
“The decision taken by our Belarusian friends is a response to the two indicated states. In practice, this step, taken in compliance with the necessary procedures, means that information on the CFE Treaty will no longer be transmitted to them, and inspection groups will not be received,” Zakharova emphasized.
Regarding other participants, Belarus expressed its intention to continue to implement the provisions of the document.
On May 29, Putin also signed law on the denunciation of the Treaty on Conventional Armed Forces in Europe (CFE). The agreement implied quantitative restrictions on weapons and equipment. In 2007, Russia suspended participation in the treaty until NATO countries “began to implement this document in good faith.”
