According to Titov, in this case it is possible to attract workers from visa countries, which account for only 4.49% of all labor migrants.

Among the proposals voiced by Titov are the issuance of a patent instead of a work permit for those workers from visa countries who come to Russia for less than a year and claim a salary level no higher than the national average, the abolition of the requirement to pass an exam in Russian language and history , as well as transferring the issuance of visas for groups of migrant workers online. In addition, workers from visa countries should be required to undergo a medical examination and fingerprint registration within 30 days of arrival in Russia.

On September 6, Minister of Economic Development Maxim Reshetnikov at the forum of regional social innovations statedthat the abnormally low unemployment rate is slowing down the country’s economy. In his opinion, one of the measures that can solve this problem is to attract migrants to the economy.
