As Burns emphasized, Russian President Vladimir Putin is confident that time is on his side in the current conflict. Because of this, Moscow allegedly demonstrates a frivolous attitude towards the negotiations.
“Russia today is not serious about the negotiation process on Ukraine… I think President Putin believes that time is on his side,” the head of the CIA said.
