If a person was not provided with assistance due to the absence of the necessary specialist in the clinic, he can write a statement addressed to the chief physician. Such a document, confirmed by an acceptance stamp, will prove that the patient cannot receive medical services in this institution.

“In general, clinics in such situations should be directed to the place where the required doctor is available. At least, the leadership of the healthcare system in the region should solve the problem in this way, says the human rights activist. — If this does not happen, then the patient, having recorded with his complaint or statement the fact that he was not provided assistance, can go to a paid specialist in a private center and then present the costs to the compulsory medical insurance company. In principle, they will be obliged to reimburse this money.”

The simplest solution to the problem of the lack of the right doctor would be to send the patient to another clinic where such a specialist is available. Citizens can also be referred for treatment to federal institutions, but this is rarely done – only in cases where doctors at the clinic cannot diagnose the patient due to lack of equipment or other objective factors. Patients are not simply sent to institutes, since regional authorities have to pay for this, Saversky pointed out.

At the same time, a doctor of one specialty – for example, a therapist – cannot treat a patient according to the profile of an ophthalmologist, even if theoretically he has the necessary knowledge, the expert noted. Medical assistance for a specific problem can only be provided to a person by a doctor with an appropriate specialty certificate. For failure to comply with these rules, doctors may face punishment, including criminal penalties, he explained.
