Ministry of Justice: the number of prisoners in colonies has more than halved over 10 years


In Russian colonies over the past 10 years, the number of convicts has decreased by more than 2.5 times, reported Deputy Minister of Justice Vsevolod Vukolov.

“If 10 years ago our number of people in prison reached almost 700,000 people, now we have about 266,000 in correctional colonies,” Vukolov said at a visiting meeting of the Federation Council Committee on Constitutional Legislation and State Building on the topic of resocialization of convicts .

The Deputy Minister noted that “the problem of relapse remains.” He also spoke about the creation of a “system of correctional centers” employing about 30,000 people.

In January 2023, the Federal Penitentiary Service of Russia reported about 433,000 prisoners in colonies – since the beginning of last year, the number of prisoners in penal institutions has decreased by 32,000 people (in January 2022 – 465,000 prisoners).

In April 2022, Vedomosti with reference to a report by the Council of Europe (CoE) wrotethat Russia is the leader in Europe in terms of prison population. In second place was Turkey with more than 270,000 prisoners, and in third place was the UK with 87,035 people. Council statistics noted a decrease in the number of prisoners compared to 2020 throughout Europe, which could be due to the coronavirus pandemic. In the case of Russia, the number of prisoners then decreased by 40,000 people.
