Former state minister of the unrecognized Nagorno-Karabakh Republic (NKR) Ruben Vardanyan does not complain about the conditions of detention, reported in the office of the Commissioner for Human Rights of Azerbaijan Sabina Aliyeva.
The meeting took place on October 3. “Vardanyan was heard by the Ombudsman individually, and his appeals were answered on the spot. <...> He expressed satisfaction with the conditions of detention, noted that he had undergone a preliminary medical examination and had no health problems,” the message says.
It is noted that the ex-minister of state’s maintenance includes a telephone conversation with his family, receiving a gift, using the library and access to information. “At the same time, the rights of the arrested person are protected during the investigation by a lawyer chosen by his family,” the ombudsman’s office clarified.
Vardanyan was detained after Baku began hostilities in the unrecognized NKR on September 19. The Azerbaijani authorities explained their actions by “restoring constitutional order.” The Karabakh official was charged with “financing terrorism” and detained for four months.
In addition to Vardanyan, former presidents of the unrecognized republic Arkady Ghukasyan, Bako Sahakyan and Araki Harutyunyan were detained. It was also reported about the detention of former NKR Foreign Minister David Babayan, ex-commander of the Karabakh army Lieutenant General Levon Mnatsakanyan and others.
